Gov: 30 % of Presidential electoral platform implemented in 2008
SANA'A, July 28
(Saba) - The Cabinet announced on Tuesday that the implementation in the
presidential electoral
platform has amounted to 30 percent during 2007-2008, while the government's general
program has reached between 70 - 75 in the same period.
This comes in the government's performance report for 2008, which was approved by
the cabinet in its weekly meeting chaired by Prime Minister Ali Mujawar. The report
will
be submitted to the parliament for reviewing and discussion.
It includes the governmental performance indicators and the various activities and
missions executed by the government during the last year in fields of the economic
management,
general budget reforms, banking and trade system, investment environment
development, combating unemployment and poverty, promoting the productive and
economic role of the
promising sectors represented in fields of agriculture, fishery, oil, minerals and
manufacturing industries and tourism.
The report shows a number of projects related to the infrastructure development in
areas of the public works, roads, cities improvement, water and sanitations,
transport,
telecommunications and information technology and electricity as well as the
implemented programs in sectors of the human resources, public health, population,
youth and
education.
It indicates to the distinct works in field of scientific services and the
institutional support measures of the different health frames, organizational and
technical activities
aiming at promoting the level of medical service conditions all over the country.
The exerted efforts in developing the state's general administration and services
are included in the report, especially enhancing the administrative reforms,
modernizing
the civil service, justice reform, combating corruption, legislative rules, human
rights protection, public freedoms, upgrading the cultural values and as well as the
programs
of strengthening the defense and security abilities and social peace.
It also focuses on the integration steps with the GCC's countries, raising the
capacity of foreign aid, developing Yemen's external policy and its relations at
the international
level in addition to the achievements in legislative and institutional aspects of
the local authority and enhancing the financial and administrative decentralization
and
the local development efforts.
Moreover, the report contains the social development programs aiming at reducing
poverty by widening the partnership with the Social Fund for Development, Public
Works Project,
Promotion of Agricultural Production and Fisheries Fund and the Civil Society
Organizations (CSOs) in this regard, besides the programs of social care, disabled
rehabilitation,
the activities of empowering women politically, economically and socially.
The report reviews the emergent developments emerged during 2008 at the local
level, topped by sabotage and terrorist acts, and rebellion in some districts of
northern province
of Sa'ada as well as the floods disaster in the eastern governorates of Hadramout
and Mahrah provinces.
Furthermore, the report deals with the developments at the international level
among them the global financial crises and maritime piracy and their negative
impacts on the
economic and social condition in the country and the measures taken by the
government to tackle these effects.
The report includes a comprehensive assessment for the different actions, programs
and polices of the government and their results on the ground and the main plans of
the
governmental performance for the current year 2009 as well as the challenges facing
the government and its goals and implementation policies including the issues
related
to carry out the investment program of the State's general budget.
For measuring the achievement of the desired goals in the electoral and
governmental platforms, the report has relied on the growth averages and the
targeted increase ratios
in the social and economic development plan.
In this context, the report pointes out that the estimated implementation of the
limited goals of the government's general program for 2007-2008 amounted to 78
percent at
the infrastructure sector which is ranked first in the completion, followed by the
human development sector at 72 percent, the economic management and the general
administration
sector at 66 percent and the social development at 55 percent.
The cabinet, finally, authorized the Premier to put the report on the table of the
parliament.
