ISRO chief Madhavan Nair awarded Doctor of Science degree
Mumbai, Aug 7 (PTI) Noted scientist and Indian Space
Research Organisation (ISRO) Chairman G Madhavan Nair was
Friday conferred the Doctor of Science (Honoris Causa) degree
by Indian Institute of Technology (IIT) in recognition to his
outstanding work in space research.
He was presented the degree and a medal at the 47th
convocation of IIT-B by Chairman of the Board of Governors
Anil Kakodkar.
Nair, during his tenure as ISRO Chairman, oversaw 25
successful satellite and launch vehicle missions, including
the "most remarkable" achievement of sending a spacecraft to
the Moon -- Chandrayaan I, said the citation read by IIT
Director Prof Devang Khakhar.
The Chairman of Space Commission is also a leading
technologist in the field of rocket systems and the architect
of Polar Satellite Launch Vehicle, which has helped India
establish end-to-end capability in remote sensing, he said.
During his tenure as Director of Liquid Propulsion Centre
from 1995-1999, India's efforts towards indigenous development
of cryogenic technology took concrete shape, vital
infrastructure was built and critical technologies developed,
the IIT director said.
He is providing guidance in undertaking new technology
developments related to launch vehicle, spacecrafts for
communication, remote sensing and applications programmes to
meet societal needs, he said. PTI LV

No fruitful talks without Pak acting against terror: Tharoor
Mumbai, Aug 7 (PTI) A structured agenda of dialogue
with Pakistan is not on table until Islamabad takes credible
action to bring perpetrators of 26/11 attacks to book and
dismantle terror infrastructure on its soil, the Indian
Government said Friday.
"We will continue to talk to each other at Foreign
Minister and Foreign Secretary-level. However, no effective,
successful dialogue is possible if you are unhappy at the
progress of credible action. A composite dialogue will take
place only if India is convinced (by Pak's action on terror),"
India Minister of State for External Affairs Shashi Tharoor
said.
India had provided five separate dossiers to Pakistan
on the involvement of Lashkar-e-Toiba founder Hafeez Sayeed in
the 26/11 attacks, the minister told reporters here.
"Our Foreign Minister and Home Minister have
repeatedly said Pakistan should pursue his prosecution in the
court of law. We have noted with interest the banning of two
organisations headed by Sayeed. We have left matters in the
hands of Pakistan and continue to expect credible action."
Referring to the border talks between India and China
which got underway in Delhi today, Tharoor said both countries
have strong views on the issue. (More) PTI MR

"We have not set any deadline for the outcome (of
border talks). India values its good relations with China
which has emerged as a major trading partner despite having
differing positions on the border issue," Tharoor said.
Earlier, in an interactive session with the All India
Association of Industries (AIAI) headed by Vijay Kalantri, the
minister said despite not seeing eye-to-eye on many issues
including the border row, economic relations between the two
Asian giants had grown dramatically.
"We are not brushing aside differences under the
carpet, but are talking to each other."
Tharoor admitted that there was resistance from a
number of countries over expanding the United Nations Security
Council. "Decisive action by permanent members themselves is
required, but so far there have been no signs."
The former UN diplomat said all countries agree that
the present Security Council needs revamp as it was based on
the geopolitical reality of 1945.
"But, nobody agrees on how to fix this problem (of
expansion)," he said. PTI MR

More changes in Naval top brass
New Delhi, Aug 7 (PTI) More changes in the Indian Navy's
top brass are in the pipeline, with Navy chief Admiral Sureesh
Mehta retiring this month end and the government already
announcing 11 new appointments this week.
Apart from seven promotions to senior Navy officers, the
government has appointed Assistant Chief of Naval Staff
(Foreign Cooperation and Intelligence) Vice Admiral P Chauhan
as the new Chief of Staff at the Mumbai-based Western Naval
Command.
Navy sources said Chauhan will take over the new
assignment next month.
Rear Admiral Satish Soni, who is at present the Chief of
Staff at the Eastern Naval Command, gets promoted as Vice
Admiral.
The present Flag Officer Commanding of Western Fleet Rear
Admiral S P S Cheema will take over as the new Chief of
Personnel on being promoted as Vice Admiral next month.
Rear Admiral P K Chatterjee will, on promotion as Vice
Admiral, take over as the new Inspector General of Nuclear
Safety.
The present Flag Officer Commanding of Eastern Fleet,
Rear Admiral A G Thapliyal, will take over as the Commandant
of Naval Academy.
Rear Admiral H C S Bisht, the Chief of Staff of the
Kochi-based Southern Naval Command, will take over as the Flag

Commodore S Y Shrikhande, who is the Officer on Special
Duty to Flag Officer Commanding of Eastern Fleet, will move to
the Naval Headquarters as the new ACNS (FCI) on being promoted
as Rear Admiral.
Comde S S Jamwal, Naval Attache at Moscow, will return to
India and join as the new Chief of Staff at the Southern Naval
Command on promotion as Rear Admiral.
Other promotions include Comde K B Singh and Comde P Ajit
Kumar, who will pick up the rank of Rear Admiral. They would
be posted as the new OSD to FOC-in-C of Western Naval Command
and Assistant Chief of Personnel (HRD) in the Naval

Swine flu under control: India
New Delhi/Pune, Aug.7 (PTI) The spurt in swine flu cases
in India reverbetrated in Parliament and the Government
said the spread of the disease was limited, as three doctors
including one from Safdarjung hospital tested positive for the
virus in 13 fresh cases in the Capital.
India Health Secretary Naresh Dayal said there is no cause
for people to go in a "panic mode" when just one just swine
flu death was recorded in the country.
Pune, which registered India's first swine flu death, did
not have any respite from the H1N1 virus with 39 out of the 55
fresh cases being reported from the city. A doctor, who has
been put on ventilator, and a pharmacist admitted to Sassoon
General Hospital are in a serious condition, doctors said.
The private Symbiosis complex in Pune, home to several
educational institutions, announced it will be closed for one
week. Of the 227 HINI cases reported so far in Maharashtra,
157 were from Pune.
Of the three doctors tested positive for H1N1, one each
was from Safdurjang hospital, a Central Goverment Health
Services dispensary and the third is a private practitioner,
Delhi's nodal officer for swine flu Dr R P Vashishtha said.
Out of the 13 cases reported one is a student of a
private school, while another is a student of IIT Delhi, which
reported the second case.
In the Rajya Sabha, Government faced the heat from a
vociferous opposition who questioned the government's
strategy. But Health Minister Ghulam Nabi Azad defended the
manner in which the swinfe flu was being handled.
"We have managed to limit such cases to a few individuals,
considering the size of our population and country," he said,
adding, the government will take a decision within a couple of
days on the open sale of Tamiflu, the drug which is used to
treat the disease. Azad said government has kept a stock of

With over 600 swinfe flue cases being recorded, the
Centre issued fresh guidelines to states asking them to
increase the designated hospitals for treatment besides
allowing private hospitals to treat patients and setting up
helplines to provide information.
In a letter to the Chief Secretaries of all states and
Union Territories, Health Secretary Naresh Dayal said it is
necessary to identify more hospitals for examination and
collection of samples of suspect cases of swine flu.
He asked the states to operationalise helplines where
people can call up to seek information or report outbreaks.
Dayal also asked state governments to increase the
number of hospitals designated for treatment of positive cases
of swine flu and allow private hospitals to treat such
patients.
Largest number of swine flue patients were in the 10-14
age group, Dayal said,
He said government will replenish the supply of Tamiflu.
"The situation is well under hand," he added.
The advisory issued by Tamil Nadu government against
travelling to Pune meanwhile was disapproved by Maharashtra
Health Minister Rajendra Shingne who said it was an
