MOI Warns Against Illegal Transfer of Umrah Performers, Pilgrims
Jeddah, September 28, SPA -- The Ministry of Interior (MOI) warned
citizens and expatriates of transferring Umrah performers, pilgrims
and visitors of the Prophet's Mosque in Madinah between the Kingdom's
cities, except for Makkah, Jeddah and Madinah.
In a statement today, the Ministry explained that the violators
of these regulations will be subject to the following penalties.
- Anyone who transfers Umrah performers, pilgrims or visitors to
the Prophet's Mosque in Madinah between the cities of Saudi Arabia,
except for Makkah, Jeddah and Madinah, who have valid permits, as
determined by the Minister of Interior, will be subject to an
imprisonment for a term not exceeding two years or a fine not
exceeding one hundred thousand riyals or the both together and
multiple fines for multiple persons for whom the violations had
occurred along with the confiscation of the means of transport.
- All persons and all land and sea travel means, whether
arriving in or departing from Saudi Arabia, must use entry and exit
ports designated for that purposes by the competent official
authorities and they must take the official roads and tracks leading
to each of the assigned ports, otherwise they will be subjected to
punishment by imprisonment for not less than seven days and not more
than thirty months or a fine of not less than three hundred riyals
and not more than twenty-five thousand riyals, or by both.
The driver of the means of land and sea transport shall not be
allowed to receive, transfer or getting off or taking into any person
or materials from the border areas, otherwise any attempt of offence
will be punished by imprisonment for not less than seven days and not
more than thirty months and a fine of not less than five hundred
riyals and not more than twenty-five thousand riyals, or both.
Additional penalties may be added to the previous ruling by
publishing the final verdict in one or more local newspapers at the
expense of the violator at the residence of the offender or in the
nearest area where newspapers are published.
The Interior Ministry stresses the importance and the need to
comply with its contents for public interest and to avoid being
subjected to liability under the regulations and to avoid subsequent
penalties.
