News Focus: TAIWAN INCREASES ASSISTANCE FOR WEST SUMATRA, ACEH

Jakarta, Oct 14 (ANTARA) - As the death toll and material losses from the West Sumatra quake continue to rise and tsunami-caused damage in Aceh has not entirely been repaired, the Taiwanese government has decided to increase its donations for immediate relief in West Sumatra and long-term development in Aceh.

For relief aid for the earthquake victims in West Sumatra, Taiwan increased the amount of its assistance from US$ 150,000 to US$ 200,000.

Initially, the Taiwanese government had provided US$150,000 but later it gave US$50,000 more to help the quake victims. In addition, the Taiwan Red Cross had also donated US$200,000, reliable sources at the Taiwanese representative office in Jakarta here said on Wednesday.

The Taiwanese government donations, now totaling US$200,000, included US$100,000 for the city of Padang, and US$50,000 for Pariaman district.

Goerge TK Li, deputy chief of the economic and trade division of the Taipei Economic and Trade Office in Jakarta, said he had handed the aid for Padang to Mayor Drs. H. Fauzi Bahar and for Pariaman district to District Chief Drs. Haji Muslim Kasim at the West Sumatra governor`s office last Friday.

He said the Taiwanese government had donated US$ 100,000 to Padang City, and US$50,000 to Pariaman District, the two most seriously damaged regions of West Sumatra. The remainder or US$ 50,000 was to be granted in the form of reconstruction work.

The Taipei Economic and Trade Office in Indonesia (TETO) had started making an evaluation of the situation in West Sumatra to decide on what Taiwan could do next in terms of Sumatra earthquake relief work, including donating materials or other activities.

Taiwan itself is also located in an earthquake-prone zone, and in the latest temblor on September 21,1999, 2,300 Taiwanese lives were lost. Therefore, the Taiwanese people felt the same pain as the West Sumatrans and were deeply concerned when the latter's region was hit by the magnitude-7.6 earthquake last September 30.

In the past, the Taiwanese government and NGOs had actively participated in disaster relief work in tsunami-engulfed Aceh and earthquake-struck Yogyakarta.

Just 10 days ago, Taiwan decided to donate US$ 2 million for the construction of an Information, Communication and Technology (ICT) Center at Syiah Kuala University in Aceh, to help the university reconstruct its seriously damaged campus and teaching facilities due to the 2004 tsunami.

Taiwan's US$2 million donation to Aceh will bring the total of its aid for tsunami relief in Aceh to US$50 million.

Before the signing of the Memorandum of Understanding on the construction of the ICT Center next month at the Brobudur Hotel, Tommy Lee, a TETO spokesman, said the building of the center was a manifestation of Taiwan's empathy for the Acehnese people after their province was devastated by a lethal tsunami in 2004.

The existence of an ICT center at Syiah Kuala University would be a great contribution to the teaching staff and the students of the university in improving their skills and knowledge on IT.

Work on the construction of the ICT Center was to be started this month and expected to be completed in August 2010.

The RSEA Engineering Corporation, a renowned engineering corporation from Taiwan that is very experienced in international construction projects will be responsible for ICT's construction. After its completion, the ICT Center will be an information and computer technology education center for SKU teachers and students.

The ICT Center is a 3-floor, multi-functional information education center, which consists of 6 fully equipped computer labs, a 150-person function hall, a library, a conference room, a canteen, 6 medium and small lecture rooms and offices etc.

Considering that Aceh is located in an earthquake-prone zone, Tommy Lee said, the most advanced anti-earthquake technology from Taiwan would be used in the construction of the Center. The Anti Seismic Device (High Dumping Rubber Bearing or Eradi Quake System) would be installed in the foundations of the building, which can absorb the impact of quakes and keep the building safe.

Syiah Kuala University suffered heavy damage in the tsunami; many teachers and students were killed and a lot of teaching facilities were destroyed. To help the reconstruction of SKU with Taiwan's specialized and advanced technology, the Taipei Economic and Trade Office in Indonesia (TETO) and SKU held numerous meetings to decide the donation items.

Finally, the two sides reached an agreement to build a 3-floor ICT Center with advanced anti-Seismic technology. Taiwan was reported to have donated 80 computers, related servers and facilities for computer labs.

Since the tsunami which attacked Aceh in 2004, the Taiwan government, NGOs and individuals were reported to have made donations worth more than 48 million US dollars that included a great amount of relief materials such as rice, food, clothes etc. Total estimated weight of the relief materials reached 200 tons.

In addition, Taiwan Government and NGOs sent out rescue teams, volunteer groups and medical missions that actively helped in the disaster relief and reconstruction efforts in Aceh. Many NGOs from Taiwan such as Tsu Chi, Taiwan Red Cross etc. actively participated in the relief work.

To express appreciation for the love from the government and non-government sectors of Taiwan, the SKU has decided to name the building "Unsyiah-Taiwan ICT Center". ***3***
