Economic cooperation underlies Russia-Armenia relations - diplomat.

YEREVAN, November 5 (Itar-Tass) - Russian Deputy Foreign Minister
Grigory Karasin said economic cooperation has been increasingly assuming the role of engine in Russian-Armenian relations.

"Moscow notes with satisfaction that despite the negative influence of
the world crime, Russia has retained the position of Armenia's key partner
in foreign trade," Karasin said in an interview with the government
newspaper "Respublika Armenia" on Wednesday.
"Although two-way trade decreased by 20 percent this year, the trend
toward an increase in the volume of Russian investments in the Armenian
economy has kept.
"This happens thanks to the consistent implementation of the
coordinated priority investment projects.
"In the first half of 2009, the inflow of Russian investments in the
republic's economy exceeded 120 million dollars. The money was mostly
invested in the real sectors of Armenia's national economy, which yields
the largest socio-economic effect.
"In June, Russia extended a long-term 500-million-dollar loan to
Armenia, as financial assistance," the Russian deputy foreign minister
said.
According to Karasin, the "large share of the fuel-energy sector in
our economic relations is ensured not just by natural gas and power
generation, but also through expanding cooperation in a peaceful use of
nuclear energy."
"It is proven by the results of the recent talks in Yerevan between
Armenian officials and executives of the Rosatom corporation.
"The parties considered further cooperation in the safe and reliable
operation of the Armenian nuclear power plant, cooperation in the
construction of a new nuclear reactor in Armenia, and the development of
uranium deposits in the republic," he went on to say.
The diplomat also mentioned "the well-coordinated work of the joint
intergovernmental economic cooperation commission."
At its 11th session in Yaroslavl in late September, Russia and Armenia
mapped out the guidelines for the development of trade and economic
interaction.
Russia and Armenia have made headway in humanitarian cooperation.
"Taking into account the significance of preserving the traditional
humanitarian ties, we've succeeded in achieving noticeable progress in
this sphere," Karasin noted.
"Cultural festivals continued with the season of the Russian Culture
in Armenia in 2008 and the season of the Armenian Culture in the Russian
Federation this year.
"Among other joint cultural events of this year were the opening of
the Russian Center of Science and Culture in Yerevan in April, the first
night of the Spartak ballet, directed by well-known choreographer Yuri
Grigorovich, at the National Academic Theatre of Opera and Ballet named
after Spendiarov, and the Days of Russian Word in September," Karasin said.
He noted "the positive role of the Russian and Armenian press in
informing the public of the two countries about our cooperation."
"Of course, we'd like to see more information; the interest in it is
obvious both in Russian and Armenia," the Russian deputy foreign minister
said.
Karasin gave a high valuation to the recent meeting between the
Russian and Armenian leaders.
"The working visit to the Russian Federation by Armenian President
Serzh Sargsyan on October 12 has confirmed that Russia and Armenia are
mutually disposed to consistent development of varied partnership
relations.
"The agenda of the talks included pressing issues of bilateral
relations and a range of international and regional problems.
"The presidents discussed the development of trade/economic
cooperation, the strengthening of regional interaction, military
cooperation, and the prospects for implementing large joint projects in
the energy sphere.
"They also considered the activity of the Collective Security Treaty
Organization (CSTO), including the functioning of its Collective Rapid
Response Forces (KSOR) within the scope of the Vzaimodeistviye
(Interaction) 2009 exercise held in Kazakhstan.
"Within the context of developing anti-crisis measures, the parties
exchanged their opinions about the CIS summit in Chisinau on October 9,
and the dialogue within the framework of the Eurasian Economic Community.
"Assessing the state of regional contacts, Russian President Dmitry
Medvedev noted the Armenian leader's personal contribution to their
development. His trips to Orenburg and Rostov-on-Don facilitated the
expansion of our cooperation in general," according to Karasin.
Moscow is optimistic about its future relations with Armenia.
"Hopefully, will be able to consistently improve their content by joint
efforts," the Russian diplomat said.
"From the very beginning, the Russian-Armenian relations have been
based on friendship between the peoples of our countries, mutual
integration of cultures and spiritual commonness. Moscow and Yerevan are
objectively interested in developing a comprehensive and mutually
advantageous cooperation. In our days, all this creates prerequisites for
the establishment and intensification of allied partnership between the
two states," Karasin said.
"The regular trusting political dialogue between Russia and Armenia at
top level lends good dynamics to our contacts, as does the dialogue in
other spheres. So all the emerging practical questions of Russian-Armenian
ties are resolved productively," Karasin said.
