terrorists is a "technical" issue and more information is
required to lift its "hold", the sources said.
This attitude of China has made India very unhappy, with
sources saying that if 14 other members of the UN Security
Council could accept the evidence, there was no reason why
China was being stubborn.
The sources wondered whether China was seeking to
placate Pakistan by blocking UN action against Azhar, who
continues to be sheltered in that country despite India
repeatedly seeking his handover.
Earlier, China had been blocking, in a similar way, a
move to get LeT chief Hafiz Saeed proscribed by the UNSC. It
lifted the "hold" in December after the Mumbai attacks, when
Saeed's role in the terror strike was highlighted by the US.
Azhar, hailing from Bahawalpur in Pakistan, was arrested
in India's northern city Kashmir in 1994 when he was so-called
general secretary of the now defunct terrorist outfit
Harkat-ul Ansar.
Such was his importance in Pakistan that terrorists
indulged in a number of kidnappings to get him released. Among
them was the kidnapping of five foreigners in Pahalgam by
Harkat's shadow outfit Al Faran. All of them were killed as
