Upper House ratifies agreement with NKorea on temporary employment

MOSCOW, November 25 (Itar-Tass) - The Federation Council has ratified
an agreement signed by Russia and North Korea on temporary employment of
citizens of both countries on each other's territiory. The agreement was
sighed in Moscow on August 31, 2007.
The agreement envisages that foreign workers employed by both
countries should be no younger than 18 years old and have a medical
certificate to confirm that they do not have dangerous diseases, including
in contagious forms.
Foreign workers are authorized to work in a host country provided they
have a corresponding permission. Their salaries and work conditions are
regulated by contracts signed with contractor companies, but must be no
worse than guaranteed to the local population. The contracts shall not
infringe on foreign workers' rights to health protection established by
the legislation of a host country. The foreign workers are guaranteed
rights, freedoms, legal protection and personal security, the agreement
said.
Deputy Director of the Federal Migration Service Yekaterina Yegorova
earlier said that the agreement would regulate the process of attracting
foreign workers and their employment in Russia and North Korea, enhance
their social protection and give stronger guarantees of observing the
rights of foreign workers in the process of their work. The agreement
ensured a legal basis for prevention of illegal employment of North Korean
citizens in Russia, Yegorova said.
At present, North Korean citizens employed in Russia number 16,700,
Yegorova said.
