Pakistani-American David Coleman Headley was Monday
charged in a US court with criminal conspiracy in Mumbai
terror attacks and having links with a retired Pakistani army
Major who liaised between him and terror groups including
Lashker-e-Taiba (LeT) and Harkat-ul-Jehadi-Islami (HuJI).
However, the State Department spokesman refrained from
answering questions if Indian agencies would be allowed to
question Headley and Tahawwur Rana -– the two Chicago
residents, who were arrested by the FBI in October on charges
of plotting terrorist attacks in Denmark and India.
"I think that's the kind of detail that I really have to
refer you to the Department of Justice on," Kelly said when
asked about it.
A team of Indian officials were in Washington to question
Headley and Rana, but they had to return disappointed because
of procedural matters and American judicial system.
When asked about the level of co-operation between US and
Pakistani authorities on this issue, Kelly said, "We have a
very broad and deep relationship with Pakistan on a number of
issues, including law enforcement and security issues."
Observing that Pakistan is a critical partner in the
fight against terrorism, Kelly said, "We are committed to
building a long-term partnership with Pakistan, as the
President has said, a long-term strategic relationship.
And regarding further details of the case itself and the
various legal aspects of it, of course, I have to refer you to
