The Conference of Parties (COP) has taken note of the
deal and there is no lack of consensus on it, Prime Minister's
Special Envoy on Climate Change Shyam Saran, who had stayed
back for the completion of the negotiation, said.

Asked about break up in the ranks of G77, he said only a
few countries had opposed the deal.
Other officials said that the opposition was not to the
content of the deal but the way it was formulated and "it is
understandable".
They insisted there would be no operational problem for
the deal as it was not the decision of the COP.
"The operation of this document would be outside the COP
framework," they said.
It is a political declaration with a wide degree of
convergence and could be a "reference document", officials
