Copenhagen deal an 'implied abrogation' of Kyoto Protocol: BJP
New Delhi, Dec 22 (PTI) Rubbishing Indian government's
all claims of success at the Copenhagen Climate Change summit,
the main opposition Bharatiya Janata Party (BJP) Tuesday said
the accord was a "global disappointment" and marks the implied
abrogation of Kyoto Protocol under which developed countries
have commitments to cut down emissions.
"This Copenhagen Accord is a global disappointment. It is
betrayal of the poor and developing nations and a premium for
the defaults of the developed countries. It is an expression
of zero concern for what is being done to the Earth," Leader
of Opposition in Rajya Sabha (Upper House of Indian
Parliament) Arun Jaitley said.
Jaitley said government's claim on continuance of Kyoto
Protocol was misplaced and argued that there was an "implied
abrogation" of both the Protocol and the Bali Action Plan.
He asserted that the commitment made by developed
countries during Kyoto Protocol negotiations of cutting down
emissions up to 25-40 per cent of 1990 levels had been given
away in the Copenhagen Accord.
"The Copenhagen Accord, in paragraph 4, now requires
Annex-I parties (developed countries) to commit themselves to
emission reduction targets for 2020, which are to be submitted
to the Secretariat by 31 January, 2010," Jaitley said.
Since this will only be an INF document -- which in UN
parlance means it will only be for information -- the
developed countries stand exempted from legally binding
obligations of Kyoto Protocol and Bali Action Plan, he said.
