Jaitley said with the new development, there was a
"complete repugnancy" between obligations under the Copenhagen
Accord and the Kyoto Protocol, and now the former will
prevail.
He accused the government of setting aside its own
interests in a bid to appease the US.
"From the nuclear deal to Sharm-el-Sheikh to Climate
Change, I think there is a pattern. The leadership of this
government wants to project itself as the good boy in front of
the teacher," Jaitley said.
He insisted that though the government contended it had
not accepted the peaking year commitment, there was a clear
obligation in the Accord to fix a peaking year.
Quoting the text of the accord, Jaitley argued that a
peaking year would be fixed for the developed nations and a
little longer time frame would be fixed for the developing
countries.
While all mitigation actions taken by developed countries
would be measured, reported and verified according to existing
and further guidelines, India and other developing countries
will be subject to "their domestic measurement, reporting and
verification, the result of which will be reported through
their national communication every two years", Jaitley said.
He said India had been outwitted in the drafting of this
agreement, which he warned could become legally binding soon.
On the promise of developed countries that they will pay
USD 100 billion a year to developing nations, he said the
source of the funding will not be the governments concerned
but could be "public and private, bilateral and multilateral".
