Resumption of six-party talks not imminent: Seoul official
SEOUL -- Long-stalled six-nation talks over North Korea's nuclear program are
unlikely to be reconvened anytime soon despite Pyongyang's affirmation of its
conditional willingness to rejoin the forum, partly because host China is in the
process of replacing its top nuclear envoy, a senior South Korean government
official said Tuesday.
North Korea watchers and media here are paying keen attention to when the
negotiations are likely to be resumed, especially after the communist country
called Monday for a formal peace treaty to replace the truce that ended the
Korean War in 1953. The North said the issue can be discussed either at the
six-party talks or at a separate forum, adding that U.N.-led sanctions on
Pyongyang must be lifted before such talks are held, however.

(LEAD) U.S. urges N. Korea to return to 6-way talks to discuss peace regime: White
House
WASHINGTON -- The United States Monday urged North Korea to return to the
six-party talks in order to discuss the establishment of a peace regime to
formally end the 1950-53 Korean War.
"The North Koreans are well aware of what they need to do, to come back to
six-party talks, in dealing with this issue," White House spokesman Robert Gibbs
said. "And that is, give up the idea of a nuclear state on the peninsula, just as
it agreed to do several years ago. If they're willing to live up to those
obligations, then we will make progress in those talks."

S. Korea to increase development loans for poor nations this year
SEOUL -- South Korea will provide more soft loans to poor countries this year as
part of efforts to expand its global assistance and pave the way for domestic
companies' entry into overseas markets through greater economic cooperation, the
finance ministry said Tuesday.
According to the Ministry of Strategy and Finance, the government plans to hand
out a total of 470 billion won (US$419 million) in loans this year, up 51.6
percent from a year earlier, by tapping the Economic Development and Cooperation
Fund (EDCF).

S. Korea's farm exports rise nearly 7 pct in 2009
SEOUL -- South Korea's farm exports increased 6.9 percent on-year in 2009 despite
the worldwide economic slump that sapped consumer demand, the government said
Tuesday.
Outbound shipments reached US$4.80 billion, up from $4.49 billion tallied for
2008, according to the Ministry for Food, Agriculture, Forestry and Fisheries.
-------
S. Korean insurers' loan delinquency rate dips in Nov.
SEOUL -- The loan delinquency ratio of South Korean insurers declined in November
2009 as the amount of new overdue loans fell amid an economic recovery, the
financial watchdog said Tuesday.
The average default ratio of loans extended by local life and non-life insurers
came in at 3.51 percent as of the end of November, down from 3.55 percent the
previous month, according to the Financial Supervisory Service.

SEOUL -- KT Corp., South Korea's biggest fixed-line telephone and broadband
Internet operator, outdid its rivals last year in the number of subscribers to
its Internet-based TV and phone services, according to data released on Tuesday.

(Yonhap Feature) Gwanghwamun Plaza, Seoul's new icon in the making
SEOUL -- For 10-year-old Goh Min-wook and many young skating enthusiasts, the
brand new outdoor ice rink in the heart of Seoul is an unmatched haven. Set
across from a 14th-century palace, contemporary landmarks and snow-covered
mountains, the city-run rink at Gwanghwamun Plaza offers a sense of skating
through old and new -- and it costs just 1,000 won (US$0.89) per hour to use.
"It's thrilling to skate here. And the view looks great," the jovial third-grader
said on a recent morning, watching other people on the ice during a break.
